On November 15th, 2025, at approximately 1350 hours, I, Trooper Dobbins, was patrolling eastbound on Rogers Avenue near Casey’s gas station at 9102 Rogers Avenue. I observed a white male on a black dirt bike traveling westbound who pulled into Casey’s and rode a wheelie. The male was later identified as Tyler McKinney. I turned into Casey’s, and McKinney looked at me and proceeded west into a nearby field. I activated my emergency lights and sirens to stop McKinney, but he went behind a business in an attempt to evade me. McKinney went back east through the field toward Casey’s, then got back onto Rogers Avenue heading westbound and began accelerating quickly. I informed dispatch that I was in pursuit. McKinney moved to the far right outside lane, then cut left across all lanes of traffic and vehicles at the intersection, and turned onto Phoenix Avenue. He then turned south on Massard Road and went behind Hideaway Pizza before cutting through the connecting Aldi parking lot. McKinney crossed Phoenix Avenue and entered the River Valley Smile Center parking lot and then the Jiffy Lube parking lot. McKinney got back onto Massard Road and traveled north, crossing through the Rogers Avenue intersection. He entered the northwest back entrance of the Walmart parking lot and traveled a short distance on a sidewalk. McKinney got back onto Massard, turned around, and went south. As he traveled south, McKinney was splitting lanes into head-on northbound traffic. McKinney turned east onto Rogers Avenue. As he approached the entry driveway to Walmart, he slammed on his brakes to turn left. As he did, my vehicle closed the gap and may have hit his rear tire, but I did not feel any type of collision. The motorcycle then drove into the curb and crashed into a utility box. After the crash, McKinney stood up, looked at me, and ran on foot towards a ditch. As I searched for him, a witness informed me he was “at the car wash” and pointed toward Car Wash USA Express on Phoenix Avenue. I informed dispatch of the possible location. Dispatch then advised that the Fort Smith Police Department had received phone reports of McKinney possibly removing his clothes. I arrived at River Valley Smile Center on Phoenix Avenue and searched the area. Dispatch then informed me that Fort Smith Police had received additional reports of McKinney behind Car Wash USA Express at 8411 Phoenix Avenue. A witness flagged me down and stated McKinney was in or near the dumpsters and pointed behind me. I checked the dumpsters but did not see him. While checking a nearby ditch, another witness looked behind the dumpster, located McKinney, and notified me. McKinney stood up, surrendered, and was taken into custody without further incident. After taking McKinney into custody, he began complaining of shoulder pain. I requested EMS to my location. Fort Smith EMS and Fire were dispatched and arrived to check McKinney’s welfare. McKinney was evaluated on scene and then transported by Fort Smith EMS to Mercy Hospital Fort Smith, where he was treated for potential injuries. McKinney’s bike was towed by John’s Wrecker Service. After being treated and released by medical staff at Mercy Hospital, McKinney was transported to the Sebastian County Detention Center, where he was booked and released to the jailers on duty. There was a green utility box that was damaged from the motorcycle. The owner information for this utility box is currently unknown.
